Irony & Understatement
Apophasis
Mentioning something by saying it will not be mentioned: “I won’t dwell on his record.” The denial still brings the subject to the audience’s attention.
"I come to bury Caesar, not to praise him."
Don't confuse it with Irony. Paralipsis and praeteritio are near-synonyms; irony is the wider genus of saying-other-than-meaning.
Examples
I will not mention the three deadlines my opponent missed.
The speaker mentions the missed deadlines while claiming not to mention them.
